Government AI maturity rating tool

The Government AI Maturity Assessment Tool is like a health checkup for your organization's AI readiness. Just like a doctor checks your blood pressure, weight, and other vital signs, this tool checks 13 important areas that determine if your government agency is ready to use AI successfully.

Where our research comes from

International Groups We Studied

  • OECD (a group of 38 countries working together): They showed us how to organize our questions into five main areas

  • World Bank: They taught us how governments move from just thinking about AI to actually using it

  • UNESCO (United Nations group): They helped us understand what skills and resources governments need

  • Oxford Insights: They study 188 countries and showed us what questions matter most

Real Government Examples We Studied

  • United States GSA: They showed us seven technical areas governments need to think about

  • Singapore: Their step-by-step approach helped us understand how to progress

  • Australia: Their focus on ethics shaped our questions about doing AI responsibly

  • United Kingdom: Their scoring system helped us figure out how to grade answers

How we created these questions.

We followed these steps:

  1. Read Everything: We studied over 50 government AI plans to find common themes

  2. Found Patterns: We looked for what successful governments did that others didn't

  3. Learned from Mistakes: We studied failed projects (like chatbots that didn't work) to avoid problems

  4. Asked Experts: We talked to people running AI programs to make sure our questions made sense

  5. Tested It Out: We had real government teams try the questions before finalizing them

What the maturity levels mean.

We use five levels, from beginner to expert:

  • Level 1 - Just Starting: You're doing things randomly with no real plan

  • Level 2 - Getting Aware: You know AI exists and are trying some basic things

  • Level 3 - Getting Organized: You have plans and processes that work

  • Level 4 - Really Good: You measure everything and keep improving

  • Level 5 - Top Level: You're constantly innovating and others learn from you

Why Some Questions Matter More (Weights)

Not all questions are equally important. Here's how much each area counts:

  • Leadership & Planning: 25% (This matters most!)

  • Technology Setup: 20%

  • Data Management: 20%

  • People & Skills: 15%

  • Risk Management: 10%

  • Working with Citizens: 10%

We figured this out by looking at what made governments succeed or fail with AI.
